Is there anyone who can tell me that what tools does HTS use to finish phoneme segmentation ? Sphinx? or any other tools ? I want to know the answer.If someone knows,please tell me !Any hints will be appreciated!

From the front page of the the HTS site:

HTS does not include any text analyzers but the Festival Speech Synthesis System, DFKI MARY Text-to-Speech System, Flite+hts_engine, or other text analyzers can be used with HTS.

Take a look at how Festival generates its phoneme rules (G2P).
