Create a simple Command and Control Dialog Manager with APIs for an open source speech recognition engine (SRE) and an open source text-to-speech engine (TTS).

The main use case is to create a toolkit to permit a developer to create simple dialog managers using a scripting language (e.g. Perl, Python, PHP, Ruby, ...).  Focus would be on an open source SRE (e.g Sphinx, Julius, ISIP, ...) and an open source TTS engine (e.g. Festival, eSpeak, ...).

Basically we are looking for something similar to Cepstrals Perl POE dialog manager (which uses Sphinx, Festival and Asterisk), though not necessarily using event-driven cooperative multitasking frameworks (like POE).

From this post:

There is an article on Linux.com (written by Colin Beckingham) that outlines the steps the author took to create a small system that can query a database using speech.

Colin basically shows you how to create a simple dialog manager.
